The City and partners will host Community Hours this week on site. Please reach out to Property Solutions & Services (PSS) for the specific hours. All partners are working to provide referrals to relevant services and will have resource lists available for residents and for staff.
We ask that you reach out to PSS if your unit has not yet been inspected.
Heritage Park roles and responsibilities
Property Services and Solutions
Property Solutions and Services, or PSS, is the property management company responsible for the day-to-day operation of Heritage Park.
PSS is responsible for:
- Receiving maintenance, health and safety concerns from residents
- Communicating directly with residents about issues affecting their units or buildings, including if relocation is needed due to work to be done on a unit
- Receiving requests for resident relocation and communicating that onward to MPHA and the City
- Providing access to units for inspections, testing, repairs and remediation with tenant permission
Report a health, safety and maintenance issue
Residents experiencing a health, safety or maintenance issue in their unit should report it to PSS immediately so it can be documented and addressed.
Certus Financial LLC
Certus Financial Services LLC is the court-appointed receiver for Heritage Park. A receiver is a neutral third party approved by the court to take control of property that is subject to financial difficulties.
In its capacity as receiver, Certus is responsible for managing and protecting the Heritage Park property. Subject to the oversight and approval of the court, Certus' responsibilities include:
- Overseeing the property and major decisions related to its management and physical condition subject to having the needed liquidity
- Supervising and working with partners and the property management company, PSS
- Hiring contractors and specialists to evaluate property conditions
- Determining and coordinating repairs, remediation and other actions needed at the property
- Following the requirements and direction of the court with respect to the property
Assessment coordination
Certus hired third-party contractors to conduct initial assessments. The City is also conducting an additional independent assessment.
Minneapolis Public Housing Authority (MPHA)
The Minneapolis Public Housing Authority, or MPHA, is a housing partner helping prepare for the possibility of relocation. While MPHA owns the land on which Heritage Park sits, it does not own, operate or control any housing units at the site.
MPHA is:
- Working with the City, Certus and PSS on relocation planning.
- Helping to identify housing options and resources that may be available to eligible households.
- Supporting households that participate in an MPHA-administered housing program.
- Helping to make any necessary relocation as organized and minimally disruptive as possible.
MPHA's role
MPHA does not manage the day-to-day maintenance of Heritage Park. The 200 HUD-designated public housing units are now controlled by Certus and managed by PSS. All residents should continue reporting property conditions and repair needs directly to PSS.
City of Minneapolis
The City does not own or manage Heritage Park. The City's role is to protect residents' health and safety, enforce appliable housing standards and help coordinate support.
The City is:
- Continuing inspections and other regulatory work within the City's authority.
- Allocating $2.5 million in City funding for resident support services, including potential relocation assistance.
- Organized a coordination group to provide urgent relief series to residents in need and assist in relocation for residents, if needed or requested by residents.
- Sharing updates as assessments are completed and additional decisions are made.
