We're reconnecting North Minneapolis to the riverfront with new places to work and live, a 20-acre park and an outdoor amphitheater.

About

The Upper Harbor Redevelopment is:

  • A large site on the Mississippi River owned by the City of Minneapolis.
  • A partnership between the City of Minneapolis and the Minneapolis Park & Recreation Board (MPRB).
  • A once-in-a-generation opportunity to create a large-scale community-building asset in North Minneapolis.
  • An extension of the McKinley neighborhood that reconnects north Minneapolis to the riverfront. The first phase of the development includes:
    • MPRB’s new riverfront regional park
    • An outdoor amphitheater known as the Community Performing Arts Center
    • Mixed-use affordable housing.

Recent events

  • In 2021, the City Council approved the Coordinated Development Plan for the site after years of community input.
  • Since 2022, the City has been building new streets and utilities 
  • The Community Performing Arts Center started construction in May 2026.
  • Minneapolis Park and Recreation Board’s new riverfront park opens summer 2026
