Large greenhouse gas reduction funding

We have funding for large scale projects that reduce the pollution buildings emit in the city.

Overview

We release a yearly request for proposals (RFP) with funding to support projects that reduce a large amount of:

  • Greenhouse gases
  • Air pollutants

This funding is based on the amount of pollution reduced. 

Smaller scale projects should apply for the energy efficiency and innovative pollution reduction grants.

What to know

Timeline

The RFP for this funding is released every year. 

The application usually opens in the third quarter of the current year for projects set to be done in the next calendar year.

Eligibility

This funding is open to:

  • Nonprofits
  • Cooperatives
  • Minneapolis Public Housing Authority or other public housing organizations
  • Minneapolis Public Schools
  • For-profit entities
  • Public utilities (including Cordia Energy)

What to include in your application

To apply for this funding, you will need to provide the following information:

  • Project proposal
  • Incentive calculations using the template provided by the City
  • Itemized project quotes, bids or estimates
  • All applicable utility release forms
  • Documents supporting energy savings or pollution reduction estimates
  • Annual report, most recent audit or statement of financial position

Projects that qualify for funding

Examples of qualifying projects include: 

  • Highest-tier energy efficiency building retrofits or recommissions 
  • New or innovative clean energy technology deployed to reduce building emissions 
  • District or shared energy systems 
  • Electrification or dual fuel gas-electric heating or cooling 
  • Diesel and fuel oil use reduction 
  • Solar or solar plus energy storage 
  • Implementation or replacement of existing hydrogen or natural gas with cleaner hydrogen 
  • Direct air and/or carbon capture and sequestration

Eligible pollutants

To qualify, proposals must be for a project to reduce pollutants. Your proposal should also include other air pollution reductions if they apply. 

The table below lists the eligible pollutants and greenhouse gases.

Examples of past projects

Steel products manufacturer

What was done

A steel products manufacturer installed new:

  • Variable speed air compressors with heat recovery
  • Building management system to control heaters and rooftop units
  • Transformer to allow modulating use of manufacturing equipment

Funding

  • Total project cost: $475,000
  • City award: $360,000
  • Other rebates: $95,000

Emissions reductions

The project had an estimated reduction of 576 tons of carbon dioxide equivalents per year.

This breaks down to:

  • 45,000 therms of natural gas 
  • 1,084,000 kilowatt hours of electricity

Local nonprofit 

What was done

A local nonprofit upgraded many of their heating, cooling and water heating systems, including:

  • Replacing failing rooftop units with heat pumps
  • Upgrading commercial electric dryers with commercial heat pump dryers
  • Installing a high efficiency water heater

Funding

  • Total project cost: $530,000
  • City award: $200,000

Emissions reductions

the project had an estimated reduction of 187 tons of carbon dioxide equivalents per year.

This breaks down to:

  • 16,000 therms of natural gas 
  • 289,000 kilowatt hours of electricity
