This project is part of the ongoing street maintenance program.
ADA pedestrian ramp upgrades
The City upgraded pedestrian ramps to current ADA standards in 2025.
Resurfacing
City staff will resurface the streets in this area in 2025. We replace the top layer of asphalt pavement to extend the life of a street. The new pavement should last at least 10 years.

Bikeway Improvements
After resurfacing the road, construction will begin on a protected bikeway along 24th St E. Please see the link for the Phillips Traffic Safety Project below for more information.
Traffic impacts
- Beginning the week of Sept 15th, 24th St E will be closed. 11th Ave S will be closed and detoured.
- Bloomington Ave will be closed and detoured September 17th, 18th, and 19th.
- 5th Ave S, Portland Ave, Park Ave, and Chicago Ave will remain open during all construction.
- Side streets will be opened as construction activities allow.
- The closure is expected to be in place up to 3 weeks.
Schedule
- Select curb and gutter replacement to began the week of Sept 2nd
- Mill and overlay to begin the week of Sept 15th
- Protected bike lane construction to begin the week of Sept 22nd.
- This work is expected to take up to 4 weeks.
Phillips traffic safety
These upgrades are part of the Phillips traffic safety project. We want to reduce speeding and improve traffic safety in the neighborhood. These upgrades will make the streets safer for everyone.
