Many car crashes happen on the streets of Phillips that cause serious injury or death. The aim of the project is to reduce speeding and improve traffic safety. By meeting these goals, the street will be safer and more comfortable for people who walk, roll, or drive.

Construction updates
2025 construction
The intersection safety improvements construction project started June 11, 2025.
The project construction includes:
- Intersection improvements along East 24th Street at Elliot Avenue, 10th and 11th Avenue South
- New concrete curb and gutter
- A concrete bike trail
- ADA (Americans with Disabilities Act) pedestrian improvements
- New/revised traffic signal systems at East 25th Street & Chicago Avenue South, East 28th Street & Chicago Avenue South and East 28th Street & 10th Avenue South
- Updated landscaping
Latest project news
- Partial storm sewers are complete at six intersections except at 28th and 10th Ave.
- Water work is complete, and new hydrant is installed at 24th and 10th Ave.
- Concrete curb and ADA ramp are poured throughout the construction limits.
What to expect
Road closures

24th Street will be completely closed at Elliot Avenue, 10th Avenue South, and 11th Avenue South. You won't be able to drive straight through these intersections on 24th Street.
Lane reductions

The intersections of 28th Street & 10th Avenue, 28th Street & Chicago Avenue, and 25th Street & Chicago Avenue will stay open, but there will be fewer lanes available for driving.
Walking around

If you're walking, the paths you can take might change at each intersection depending on where the construction is happening. Look for signs.
Access for locals

If you live or have a business in the area, you'll still be able to get to your property.
The work is expected to be complete in October 2025.

Join us at the Phillips traffic safety project - Bi-weekly stakeholder meeting to get an overview of the upcoming construction work. Bi-weekly stakeholder meetings started on June 20, 2025 and run through the construction season.

Pre-Construction stakeholder meeting
We held a Pre-construction stakeholder meeting on Wednesday, June 4, 2025 to present an overview of the upcoming construction work, discuss construction impacts, and answer attendee questions.
Two rounds of public engagement
We conducted two rounds of engagement for this project. Each round included a series of public meetings and events. The first round introduced the project to residents. It helped decide what types of improvements to focus on and where. The second round updated stakeholders on the design progress and helped inform its decisions.
