We are seeking input on the Grain Exchange Tax Increment Financing Plan.

Deadline for comments

The deadline to submit comments is Monday, July 6, 2026, at 12 noon (Central Time).

Overview

Grain Exchange will be located at the northeast corner of 4th Street South and 4th Avenue South. This project contains:

  • 210 affordable apartments
  • 22 market rate apartments

The TIF Plan establishes a new housing TIF district to help finance the costs of a housing project. It includes a budget for the use of tax increment revenue generated by the new TIF district.
