Police Conduct Review Panels

The Review Panel ensures police conduct complaints get a fair review. It combines police review with civilian oversight.

Review panels consist of three panelist, two civilian and one sworn.

Sworn panelists

  • The Chief of Police or the chief’s designee assigns the pool of sworn panelists.  
  • As with civilian panelists, inclusion in the pool does not guarantee eligibility.
  • Sworn panelists must meet all training requirements.
  • They also must not have any open misconduct cases to be eligible to serve. 
  • A sworn member cannot be a member of the panel if they have a sustained violation of D or higher. 
  • Sworn members cannot have a sustained policy violation of C within five years of the panel date. 
  • A sworn member cannot be a member of a panel if they have a sustained policy violation of a level 3 use of force.
