Know the information property owners must share with renters.

Overview

By City law, renter property owners post or give renters notice about various topics.
We share what you need to tell renters:

Share before lease is signed

Use our renter rights disclosure template below to share the following information: 

  • Name and physical address of the property owner or manager where legal papers could be served.
    • The name and address must be for a real person, not a company.
    • If you're concerned about sharing your address, you may qualify for Minnesota's Safe at Home program.
  • Rental license tier status and related housing code violations.
  • All open violations at the property.
  • A summary of how the property handles garbage, recycling and organics.

If you do not share this with a renter before they sign a lease, they can end their lease after giving proper notice. The notice period must be as long as the rent payment schedule or three months, whichever is less. For example, if rent is paid monthly, then the notice period is one month.

You must notify renters about any lead paint. The federal government banned lead paint in 1978, but it may still be present in older homes.

Share within 90 days after the lease starts

Renter rights disclosures

Property owners must share certain information within 90 days after the lease starts. Use our renter rights disclosure template to share:

  • Renter rights protected by the city, state and federal governments
  • Contact 311 to get in touch with Regulatory Services for help

Share during renting

Pre-eviction filing notice

Before you can start an eviction for not paying rent or other fees, you must notify the renter. This notice must include:

  • How much is due
  • How to pay
  • When fees are due

You must wait 30 days from the time you mail or hand-deliver the notice. You may begin the eviction process if the full amount is not paid by then.

Rental license and who to call poster

You must post your rental license and a who to call poster from the City in the common area near the main entrance. If there is no common area, put a poster near the entrance of each unit. 

If the unit is a condo in a building with five or more units, you do not need to put up the rental license or poster. But you must give a copy to each renter.

Advanced notice of sale

Owners of some types of affordable housing must tell the City and renters if they want to sell the building.

Environmental contamination disclosure

The United States Environmental Protection Agency (EPA) and Minnesota Pollution Agency (MPCA) identify sites that need environmental testing, clean up or removal. If your rental property lies in a contamination area:

  • The State will notify you
  • You must notify your renters any time you get new information and before you sign a new lease
