Why Are We Implementing Credit Card Fees
- All credit card payments incur fees for organizations accepting credit card payments
- Fees cover the costs of credit card payments charged by banks, networks, and payment providers
- This is why many retailers have minimum payment amounts for credit card payments
- Organizations accepting credit cards can either choose to absorb these costs or add them to the bill / payment amount in the form of a convenience fee or surcharge
Ways to Avoid the Credit Card Fees
- The City offers a variety of no-fee payment options to help make your payments convenient and budget-friendly
- Checks – electronic/online, mailed, or in person
- Automatic checking or savings account payments
- Customer’s bank bill pay
- In-person cash at the Public Service Building or retail partners

Pay your bill online with a credit card or from your bank account.
Payment methods
With our payment system you can pay your Utility bill with these payment methods:
- Credit & debit cards: VISA, MasterCard, AMEX, Discover - fees apply
- Digital wallet: ApplePay, GooglePay, PayPal - fees apply
- Other: echeck - no fees
Portal options
We offer two payment portal options:
Standard Access
Use your utility account number or address to see your amount due and basic account details. You do not need to be a registered user. Use the Quick Pay button on the login page to make a one-time payment.
Premium Access
Access more features and set up recurring automatic payments. You'll need to register for an account if you haven't already.
To create an account, you'll need:
- Account number from your utility bill
- Mailing address and ZIP code
- Phone number associated with your account
By phone
Make a payment by phone at 612-673-1114, option 2.
To pay by credit card (fees apply), you'll need:
- Account number from your utility bill
- Credit card number
- Expiration date
- CVC number (security number on the back of the card)
- Credit card billing address ZIP code
For bank account payments (fee free), you'll need:
- Account number from your utility bill
- Bank account number
- Bank routing number (find this at the bottom of your checks or in your account's online information)
You'll receive a payment confirmation number at the end of the call.
In cash
You can pay your utility bill in cash at select retail locations. This is a free service.
To make a cash payment, you'll need:
- Account number from your utility bill
Stores include:
- CVS
- Dollar General
- Dollar Tree
- Family Dollar
- Love's
- Office Depot
- Office Max
- Walgreens
With your bank's bill pay
Your bank may have an online bill pay service that you can use to make one-time payments or recurring automatic payments.
To sign up, you'll need:
- Account number from your utility bill
- The City's utility billing phone number and address from the monthly statement payment coupon
If you move to another property in Minneapolis, be sure to update your utility account number in your bank's bill pay system.
By mail
Write check payments to Minneapolis Finance Department . Please write the account number from your utility bill on the check.
Mail your check to the Minneapolis Finance Department.
In person
Pay your bill in person at the Minneapolis Service Center.
Using automatic bill payment
Automatic bill payment is an additional option for paying your bill from your checking or savings account. This service is managed by Utility Billing. It allows for payment only on the due date of your utility bill.
To sign up, select "Minnesota" and "City of Minneapolis" from the dropdown menus and enter the account number from your utility bill. To avoid missing a payment, be sure to keep paying with your current method until "Auto Payment" is listed on your monthly bill.
Master billing
If you own more than one property in Minneapolis, you likely have more than one utility billing account. Instead of mailing separate bills for each account, we can combine all your accounts onto one master bill. Then you'll have just one bill and one due date to keep track of every month.
