About

Effective Law Enforcement for ALL (ELEFA) is the independent evaluator. They monitor the progress the City is making in the Minnesota Department of Human Rights (MDHR) settlement agreement.

They also help to educate the public on police reform work through:

  • Community engagement.
  • Progress updates.

Independent Evaluator's role

ELEFA oversees the City’s and the Minneapolis Police Department’s compliance with the settlement agreement.

Their role is to:

  • Fairly and efficiently evaluate how the City is following the terms of the settlement agreement.
  • Develop measures and metrics to assess the City’s progress.
  • Make sure MPD is in compliance with the settlement agreement requirements by reviewing and approving:
    • Policies
    • Trainings
    • Processes
    • Plans
  • Engage with City partners on changes needed to establish compliance.
  • Provide technical help on initiatives as needed. This will help move the City towards compliance and engage in best practices in the work.
  • Report on the City’s progress with ongoing assessments and reports.
  • Engage with the community to make sure the compliance work aligns with their needs.

Required expertise for the Independent Evaluator

The settlement agreement requires that the Independent Evaluator has certain expertise and experience. This includes:
  • Expertise in modern law enforcement practices and large-city policing.
  • Experience working well with diverse communities on issues of public safety.
  • Expertise in:
    • Transforming policing culture.
      • Policies
      • Accountability structures in civil rights and in data analysis
      • Civil rights
      • Data analysis
    • Monitoring and oversight.
    • Developing new processes for supervisors to increase accountability.
    • Creating reports or other written materials for diverse audiences on complex topics.
The Independent Evaluator also must:
  • Understand that non-discriminatory policing creates a stronger public safety system.
  • Act with standards of integrity.
  • Show professionalism and respect in all interactions with:
    • Community members
    • MPD officers
    • All others
