Many car crashes happen on the streets of Phillips that cause serious injury or death. The aim of the project is to reduce speeding and improve traffic safety. By meeting these goals, the street will be safer and more comfortable for people who walk, roll, or drive.

Construction updates
2025 construction
The intersection safety improvements construction project started June 11, 2025.
The project construction includes:
- Intersection improvements along East 24th Street at Elliot Avenue, 10th and 11th Avenue South
- New concrete curb and gutter
- A concrete bike trail
- ADA (Americans with Disabilities Act) pedestrian improvements
- Updated traffic signal systems at:
- East 25th Street & Chicago Avenue South
- East 28th Street & Chicago Avenue South
- East 28th Street & 10th Avenue South - Updated landscaping
Latest project news
We are at the final stage of construction:
- Soil restoration and GSI planting are complete on East 24th Street between Elliot and 11th.
- All storm sewer and water work is finished.
- Traffic signal system is being installed at the intersection of 28th St & 10th.
- New curb, bikeway, and ADA pedestrian ramps are complete on the south side of E 28th St at Chicago and 10th.
- Pavement removals are in progress on the north side of 28th St East.
What to expect
Upcoming work
- Revised traffic signal and new signal systems will be finished on 28th St and Chicago Ave.
- Improving ADA ramps will be complete on the north side of 28th St East.
- Pavement markings shall be installed at 6 intersections.
- All sign panels shall furnish and install.
Road closures
- 24th Street and the intersections of Elliot, 10th and 11th Avenues South reopened to through traffic. However, E 24th Street may be impacted by resurfacing work.
They will reopen to through traffic once no road work is scheduled on site.
Parking is still not allowed on E 24th Street between Elliot and 11th Avenues.
Please note: E 24th Street may still be impacted by the Resurfacing and Protected Bike Curb project.

Walking around
Pedestrian detours (TPAR) will vary at each intersection depending on construction activities.
Access for locals
If you live in or have a business in the area, you'll still be able to get to your property.
The construction is expected to be complete in November 2025.
Bi-weekly stakeholder meeting
Due to the project completion, the Phillips traffic safety project - Bi-weekly stakeholder meetings have concluded. Thank you for your involvement during construction.
Public meetings
Pre-Construction stakeholder meeting
We held a Pre-construction stakeholder meeting on Wednesday, June 4, 2025 to present an overview of the upcoming construction work, discuss construction impacts, and answer attendee questions.
Two rounds of public engagement
We conducted two rounds of engagement for this project. Each round included a series of public meetings and events. The first round introduced the project to residents. It helped decide what types of improvements to focus on and where. The second round updated stakeholders on the design progress and helped inform its decisions.
