Project overview

Many car crashes happened on the streets of Phillips, causing serious injury or death. This project reduced speeding and improved traffic safety. By meeting these goals, the street is now safer and more comfortable for people who walk, roll, or drive.

Las calles de Phillips son sitio de muchos accidentes que causan accidentes graves o la muerte. La meta de este proyecto es reducir el exceso de velocidad y mejorar la seguridad vial del barrio. Construction updates

2025 construction

The intersection safety improvements construction project started June 11, 2025.

The project construction included:

• Intersection improvements along,
  • East 24th St at Elliot Ave
  • 10th Ave S
  • 11th Ave S
• New concrete curb and gutter
• A concrete bike trail
• ADA (Americans with Disabilities Act) pedestrian improvements
• Updated traffic signal systems at:
  • East 25th St & Chicago Ave S
  • East 28th St & Chicago Ave S
  • East 28th St & 10th Ave S
• Updated landscaping

The project was completed and open to traffic in late October 2025.

What to expect

What will happen in 2026:

• Construction will restart in late April or early May. This will complete follow-up work and other remaining items.

• Seeding will be added to boulevard areas at six intersections.

• Work will continue through 2026 until all final tasks are complete.

Bi-weekly stakeholder meeting

Due to the project completion, the Phillips traffic safety project - Bi-weekly stakeholder meetings have concluded. Thank you for your involvement during construction.

We held a Pre-construction stakeholder meeting on Wednesday, June 4, 2025 to present an overview of the upcoming construction work, discuss construction impacts, and answer attendee questions.

Two rounds of public engagement

We conducted two rounds of engagement for this project. Each round included a series of public meetings and events. The first round introduced the project to residents. It helped decide what types of improvements to focus on and where. The second round updated stakeholders on the design progress and helped inform its decisions.
