Public engagement

We published our Public Engagement Framework in 2021. This document:

• Created a foundation for the complex work of redeveloping the site
• Outlined the City's plan to invite the public and key stakeholders to play a role

We started Phase 1 engagement in August 2022 and completed it in January 2023.

• Learn from communities in the engagement focus area 
• Translate what we learn into desired outcomes for the project. This will guide future phases of engagement and development.

We started Phase 2 in June of 2023 and completed it in May of 2024.

Goals

• Continue to work with Phase 1 partners to engage communities
• Identify the communities’ priorities for public space activities and amenities
• Ask the communities what should be prioritized on the new street

We started Phase 3 in July 2024 and completed it in April 2025. Phase 3 engagement work created a development framework for the site. The site will be developed in phases over the coming years.

• Understanding how forces in the market may affect the project
