Health master contract RFP

We are accepting proposals to create an eligible agencies list for master contracts.

Overview

Advantages

Advantages of having a master contract with the Health Department:

  • Helps set up contracts for a range of activities that can’t be planned over three years.
  • Makes the process easier for agencies by not requiring the same documents every time they apply for or are approved for funding during those three years.
  • Speeds up the contracting process.

About master contracts

A master contract is an administrative document. It explains the legal requirements and conditions for providing services to the City. 

  • Responding to the RFP does not guarantee that your agency will be approved or added to the eligible providers list.
  • If your agency is selected to be on the list of eligible providers, it does not mean you will get a master contract, be hired to perform work in the City or be promised funding.
  • You are not required to have a master contract to apply for funding in the future.
  • Note: No direct funding will be awarded as a result of this RFP.

Eligible services

Your agency can apply if it serves Minneapolis residents and has experience/expertise in providing services in areas like: 

  • Preventive services
  • Chronic disease
  • Behavioral health
  • Climate/environment
  • Injury prevention
  • Operations and infrastructure
  • Public health workforce development
  • Community engagement and outreach
     

Eligible applicants 

We are looking for a wide range of services, including: 

  • Non-profit organizations 
  • For-profit companies 
  • Consultants 
  • Government entities 

Governmental organizations and political subdivisions are automatically eligible to be on the Eligible Agency list. These organizations do not need to apply to the RFP.

Please provide a letter of interest to Health Contracts to be included.

RFP timeline

  • RFP release: Sep. 3
  • First informational pre-application call: Sep. 9, 4 p.m.
  • Second informational pre-application call: Sep. 18, noon
  • Questions on RFP due: Sep. 22, 4 p.m.
  • Responses to questions posted by: Sep. 26
  • Proposals due by: Oct. 14, 2 p.m.
  • Eligible agencies announced on/after: Dec. 1

Performance period for master contracts will be from Jan. 1, 2026 – Dec. 31, 2028
