Overview

The City can create Housing Improvement Areas (HIA) within city limits. In an HIA, the City may lend money to a homeowners association or similar group to help pay for improvements to shared parts of their property. The City will only consider setting up an HIA as a last resort—when the association can't get funding elsewhere.

The City can lend money using its own funds or money raised by selling taxable bonds. Homeowners in the HIA repay the loan through special fees. Housing units that get HIA help do not have to follow the affordable housing rules in Section 2 of the City’s Housing Policy.
