Energy Efficiency Navigator services request for proposals

The City is now accepting proposals for Energy Efficiency Navigator services.

Overview

We are looking to fund a qualified Energy Efficiency Navigator Provider for providing Energy Efficiency Navigation services to homeowners.

Navigation services will focus on serving households with main barriers (criteria). These barriers make it hard to access energy efficiency and decarbonization programs and improvement.

Main criteria for navigation services

  • Low-income and moderate-income (e.g. 50% to 120% AMI)
  • Non-English speakers (first language)
  • Physical or mental disabilities

Funding period

  • Estimated contract start: Summer 2026
  • Estimated contract end: Summer 2027 with option to extend to June 2028 and June 2029
