We explain how to get a license for a horse and carriage livery service.

Definition

Horse and carriage livery service is:

  • A horse-drawn, two- or four-wheel carriage for hire
  • Driven by the owner or designated driver
  • For the recreational transportation of the public

You do not need a separate license for each horse.

Requirements

Insurance

The City requires $500,000 in general liability insurance.

Veterinary certification

Submit certification for each horse from a veterinarian licensed by the State.

Hours of operation

Hours of operation are:

  • Subject to Public Works parade, festival and other event restrictions
  • Limited to 6 a.m. - 10 a.m. and 3:30 p.m. - 6:30 p.m.

Rates

You must post rates on the carriage so that passengers can see them when:

  • Entering the carriage
  • Seated in the carriage
