Steps for local cannabis approval

If you have preliminary approval from OCM, follow the steps to avoid delays in local approval.

Overview

These steps will tell you how to:

  • Receive zoning approval.
  • Make sure the property meets building and fire codes and inspections are complete.
  • Apply for a SAC determination letter.
  • Get approval from the City for your odor control and air filtration plan.
  • Make sure you have addressed waste disposal and energy demand needs.

Steps for local approval

Complete the steps before you submit a request for local approval.
Location

Find a location

Confirm zoning for your location

  • Identify a location for your business.
  • Check with City staff to confirm zoning and find out if use standards apply.

  • Check with our zoning staff before you sign a lease.

You can get a Zoning and Floodplain letter to prove that your business address follows the zoning rules.

Construction permits

Apply for construction permits

You must apply for a building permit to make sure you have met building and fire code. You must do this even if you do not plan to do any construction.

Air filtration

Make air filtration and odor mitigation plans

These types of cannabis businesses must submit an Odor Control and Air Filtration Plan:

  • Retail
  • Cultivation
  • Manufacturers
  • Wholesalers

Contact a city planner to see what standards may apply for your business

Apply

Submit site selection with OCM

Submit final application documents and site selection with OCM.

Once you have completed these steps, you are now ready to request local approval.

This process may take up to 30 days.

Waste

Make a plan for waste disposal

Businesses must take care of their own solid waste disposal. Identify the type of waste your business produces and hire a waste hauler to remove it.
