We define the terms we use when talking about historic preservation for the City of Minneapolis.

Context

Heritage -vs- historic - Both are used when talking about preservation. Historic often refers to the past. Heritage includes other cultural aspects.

 

Terms

A - G

  • Administrative preservation application – An application to ask for Historic Preservation staff approval to alter a designated property 
  • Administrative review - The process of Historic Preservation staff reviewing and approving an application without a public hearing 
  • Bronze architectural tablet - A plaque for display on a historically significant property 
  • Commission preservation application – An application to ask for HPC approval to alter a designated property 
  • Context study - A document that describes people, places and events related to a common theme 
  • Demolition - The act of moving a building or removing 60 percent or more of the building’s exterior 
  • Demolition of designated property – An application to ask for HPC approval to demolish a property that is a landmark or in a historic district 
  • Demolition of potential historic resource – An application to ask for HPC approval to demolish a property that has historical significance and is not designated as a landmark or in a historic district 
  • Design guidelines - A document used to guide change and protect the historic character of a landmark or historic district 
  • Designated property - A parcel that is regulated by the City because it is a landmark or in a historic district 
  • Designation study - A report about the significance of a property that may establish it as a landmark or historic district 
  • Determination of local eligibility – An application to ask Historic Preservation staff to determine if a property or area is eligible for local designation 

H - K

  • Historic district - A group of related buildings, structures, and/or landscapes as designated by City Council 
  • Historic property - A designated landmark or historic district 
  • Historical significance - The reason a property should be designated 
  • Historic study - A document summarizing research directed by Historic Preservation staff, includes context, district and theme studies 
  • Historic exception - An application to ask for HPC approval to adjust zoning requirements 
  • Historic waiver – An application to ask for Historic Preservation staff to adjust short-term dwelling units for landmarks 
  • Integrity – The ability of a landmark, property in a historic district, or historic resource to convey its historical significance 
  • Interim protection – When a property is the subject of a designation study, preservation review is required for exterior changes of nominated landmarks or demolition of properties in nominated historic districts 

L - Z

  • Landmark - An individual building, building interior, structure, object, or landscape, as designated by City Council 
  • Landscape - A geographic area, including both cultural and natural resources and the wildlife or domestic animals therein, associated with a historic event, activity, or person, or exhibiting other cultural or aesthetic values 
  • Local designation process - Steps to determine if a property meets the criteria and should be regulated by the City 
  • Nomination – An application to ask for HPC approval to start a designation study of a potential landmark or historic district 
  • Nomination process - Steps to determine if a property should be considered for a designation study 
  • Potential historic resource - A property or group of properties that may have significance and meet at least one of the seven designation criteria as a landmark or historic district, but is not designated 
  • Preservation - Regulation of changes to buildings, structures, objects, landscapes or districts 
  • Public hearing - An open gathering of the HPC and the general public during which the applicant and members of the public comment and answer questions about a historic preservation application 
  • Public hearing review - The process of the HPC deciding on an application in a public hearing 
  • Secretary of Interior's Standards for the Treatment of Historic Properties - Federal guidance used when making changes to landmarks and historic districts 
  • Theme studies - Research about the history of a group or topic of interest with a final report
