Each person we meet has a different story and lived experience. It's our priority to treat each person with dignity and care for their wellbeing.

To work more effectively and with compassion, we also gather data about encampment closures. We publicly share reports about our work each quarter.

What you can learn

The report shows data about closures that happened in the last quarter. The reports cover only City-sponsored closures, meaning that City staff started or supported removing, cleaning up, or dispersing an encampment.

The data is from multiple City departments and Hennepin County. You can learn about:

  • Each encampment and closure
  • The number of times we referred people to service providers and housing help
  • The number of people directly impacted
  • The number of City staff hours and costs that went toward closures
  • 311 and 911 calls about the encampments
  • Shelter availability, and more

The latest reports are for City-sponsored encampment closures in:

  • The second quarter, March 19 - June 30. No closures happened during this time period.
  • The third quarter, July 1 - Sept. 30. During this time, one closure took place.

Typically, these reports only cover data about encampment closures. Because there were no City-sponsored closures during this period, this report focuses on our outreach efforts.

The Minneapolis Homeless Response Team engages residents facing unsheltered homelessness wherever they're at—be it in wooded areas, abandoned buildings, vehicles or encampments. As the number of encampments continues to decline, we remain committed to compassionately connecting with people.

The Homeless Response Team:

  • Directly engaged unsheltered residents 484 times and offered shelter every single time.
  • Visited 225 unique sites 834 times.
  • Made 93 housing referrals.

From the third quarter

This report captures data about one encampment closure.

  • The encampment was in Ward 9. It was closed after a mass shooting took place.
  • An estimated 60 people were directly impacted.
  • The Homeless Response Team:
    • Visited the encampment 27 times.
    • Directly engaged encampment residents 279 times, offering shelter every time.
    • Made 28 housing referrals and successfully made 3 reservations. We could not secure reservations for 7 people.
  • Residents did not have the chance to retrieve personal items ahead of time because of the tragedy and need to quickly close the encampment.
