What does this executive order do?

This executive order prohibits City-owned and controlled:

  • Parking lots
  • Ramps
  • Vacant lots, and
  • Garages

From being used as staging areas, processing locations, or operations bases for civil immigration enforcement activities.

What City property does the order apply to?

The order applies to City-owned or City-controlled parking lots, ramps, vacant lots, and garages.

In addition, the Minneapolis Park and Recreation Board (MPRB) has adopted the Mayor’s order to prohibit any MPRB parking lot from being used to stage civil immigration enforcement operations.

The order does not apply to property that is owned by the federal government and operated by or leased to the City.

What conduct does the order apply to?

The order prohibits all federal, state, or local government entities or personnel from using any City-owned or City-controlled parking lot or ramp, vacant lot, or garage as a staging area, processing location, operations base, or any other similar use for civil immigration enforcement operations.

What is a staging area?

A staging area is an area that is used to assemble, mobilize, and deploy vehicles, equipment, or materials, and related personnel, for civil immigration enforcement operations.

What is the goal of the order?

The City’s resources are meant to be used to provide municipal services, not for the purpose of enforcing civil immigration laws. The order prohibits City-owned and City-controlled parking lots and ramps, vacant lots, and garages from being used to facilitate staging of civil immigration enforcement actions.

Those activities interfere with the City’s control over and use of its property to provide municipal services, and undermine the trust and community relationships that are essential to public safety.

It is important that our residents and visitors feel welcome and safe when interacting with City of Minneapolis employees and services, regardless of their race, religion, immigration status, or national origin.

These spaces are not open to the general public for staging activities, regardless of what the staging is for; we will not grant special or enhanced access to City property for the purpose of staging civil immigration enforcement operations.

Can lawful immigration-related arrests still be made on City property subject to the executive order?

This order does not alter or restrict the ability to make lawful arrests.

Is City property subject to the order a safe zone for those concerned about civil immigration enforcement?

No. The City can’t prohibit federal, state, or local entities from making lawful arrests or from accessing or using the property in the same manner that the general public can.

Does this executive order include park facilities and properties?

The Minneapolis Park and Recreation Board (MPRB) adopted and is following Mayor Frey’s Executive Order 2025-02 dealing with Immigration and Customs Enforcement (ICE) presence in our city, and MPRB is prohibiting any MPRB parking lot from being used to stage civil immigration enforcement operations.
