We explain the criteria used to choose the 3rd Precinct building site options.

3rd precinct building site search

The City of Minneapolis conducted site searches for the 3rd precinct building location. We did this search between July 2020 and December 2022.

We based the search on:

  • Precinct site criteria (requirements)
  • Preferred conditions
  • Potential site barriers

Site location search results

The City considered and reviewed over two dozen site locations. We reviewed sites if they met two or more items on our requirements list. City-owned properties got the highest consideration.

Two sites met our site requirements and preferred conditions. They're considered viable options for the 3rd precinct building location.

  • 3000 Minnehaha Avenue meets all precinct site standards and most preferred conditions.
  • 2600 Minnehaha Avenue meets all precinct site standards and most preferred conditions.

Precinct location requirements

Required factors for the site

  • Located within the 3rd Precinct geographic area.
  • 1.5-acre parcel at minimum.
  • Two points of entry and exit.
  • Within proper zone for use and stories required.
  • Easy access to the facility.

Preferred conditions

Important factors for the site

  • Centrally located within the 3rd Precinct geographic area.
  • Along main transit corridor for easy precinct-wide travel.
  • Minimum two blocks distance from residential homes.
  • Space to expand or be flexible in the future.
  • Access to Fiber Optic Connectivity to support technology.
  • City-owned property or site.

Potential barriers

Potential barriers considered

  • Hindered access if people have to cross train tracks to get to building.
  • Existing structures that require demolition.
  • Environmental clean-up and site remediation.
