20 Year Streets Funding Plan
2025 Update
On April 10th, 2025, City Council adopted the 2025 Update to the 20 Year Streets Funding Plan (20YSFP).
The plan incorporates updated data and new policy guidance from several policy documents. This ensures the City’s Capital Improvement Program reflects current policy included in the:
- Transportation Action Plan
- Racial Equity Framework for Transportation
- Vision Zero Action Plan
The City will continue to review the criteria used to select projects.
Capital Improvement Program
The Capital Improvement Program (CIP) includes City projects planned for construction in the next six years. The CIP is updated every year.
The 2025 updated 20YSFP informs the CIP for 2026-2031.
History of the 20YSFP
The 20YSFP is guided by the 2016 Neighborhood Park and Street Infrastructure Plans ordinance. The ordinance addresses needed funding for 20 years to:

Repave City streets

Maintain neighborhood parks
The ordinance detailed the use of a criteria-based system with a focus on racial and economic equity to select projects for the CIP each year. It also increased the budget for capital street paving from 2017-2037. Street paving projects are part of the City’s CIP.
Public Works completed the first 20YSFP in 2016. This Plan was updated in 2018 to include new data and input gathered from public outreach.
