Culturally specific home visiting request for proposals

The City is now accepting proposals for culturally specific home visiting services.

Overview

We are looking for an agency to provide culturally specific home visiting services.

These services support American Indian families who are:

  • Pregnant and parenting caregivers with children up to age five
  • Experiencing or at risk for substance use disorders

Expectations for home visiting services include:

  • In person home visits
  • Personalized, weekly visits for up to two years
  • Flexible enrollment for families
  • Culturally relevant curriculum with topics that may include:
    • Maternal and child health
    • Infant feeding and breastfeeding
    • Safe sleep practices
    • Child development and milestones

Funding 

  • Estimated contract start: September 2025
  • Estimated contract end: June 2026

Applicants can request up to $130,000 in funding per year.

Eligibility

Nonprofit and for-profit organizations are eligible to apply for funding.

Those eligible for funding must meet the following criteria: 

  • Have a history of serving the target communities and populations in Minneapolis 
  • Show experience providing culturally specific home visiting services 
  • Show reliable fiscal responsibility 
  • Serve Minneapolis residents (projects must take place in Minneapolis) 
  • Meet City contract and insurance requirements

Local, regional, or state government entities are not eligible for funding under this RFP.
