Zoning code amendment process

Changes to the zoning code must go through a rigorous review process.

Review process

Step 1

Introduction

  • A City Council member provides notice of intent to introduce an ordinance change during a City Council meeting.
  • At the next City Council meeting, the council member explains:
    • The subject of the proposed ordinance change
    • The ordinance chapters that may be changed
  • The ordinance change is referred to Community Planning and Economic Development (CPED) staff for analysis.
Step 2

Staff research

City staff:

  • Research and analyze options
  • Prepare draft language to present to policymakers and City residents
Step 3

Adoption

  • The draft text of the amendment is posted on the City Planning Commission’s webpage.
  • The commission:
    • Holds a public hearing
    • Considers public feedback
    • Makes a recommendation to the City Council.
  • The City Council's Zoning & Planning Committee:
    • Reviews the ordinance
    • Makes a recommendation to the full City Council
  • The City Council acts on the proposed ordinance
  • The mayor signs the ordinance amendment
  • The amendment:
    • Is published
    • Becomes effective and part of the City's code of ordinances on the date it's published
