Minneapolis sets record with most votes cast in a municipal election

November 5, 2025

Across all 13 wards, a record-setting number of Minneapolis voters made their voices heard in the 2025 Municipal Election. According to unofficial results, 147,702 voters – 55% of registered voters - cast their ballot in the 2025 Municipal Election. All results are considered unofficial until they are certified by the Municipal Canvassing Board. The unofficial 2025 numbers breaks the previous record of 54% turnout in the 2021 election when 145,337 voters participated.

“This year’s record-breaking turnout is something our entire City can be proud of,” said Katie Smith, Director of Elections & Voter Services. “It’s a reflection of the incredible dedication of our voters and the 1,900 election workers who made Election Day run so smoothly. On Election Judge Appreciation Day, it was inspiring to see our community turnout and participate.”

According to a recent report from the University of California San Diego, Minneapolis is – and remains – an outlier for voter turnout in “off-cycle” or odd-year elections. In 2021, only two American cities had more than 50% of voters show up for a municipal election: Minneapolis and Seattle. Compared to other large cities with 2023 municipal elections, Minneapolis’ 55% turnout stands out compared to Columbus (~38%), Philadelphia, (~31%), Tucson (~21%), Houston (~14%) and Charlotte (~15%). The City of Minneapolis’ record-breaking turnout is thanks in part to this year’s early voting turnout, the second highest the City of Minneapolis has ever had for a Municipal Election.

The City Council, sitting as the Municipal Canvassing Board, will receive the final tallies at its meeting scheduled for 10 a.m. Monday, Nov. 10. At that meeting, the Canvassing Board will certify final results, at which point they become the official results in the 2025 Municipal Election.
