Executive Order 2026-01

This executive order updates how the City's appointed boards and commissions are organized and run.

Issued pursuant to City Charter, Section 7.1

I, Jacob Frey, Mayor of the City of Minneapolis, subject to the executive and administrative authority granted to me pursuant to Minneapolis City Charter, do hereby issue the following Executive Order:

Implementing Reforms related to the Organization and Operation of the City of Minneapolis’s Appointed Boards & Commissions

Whereas, clear and consistent operating standards help provide collaboration between City departments and the City’s Appointed Boards & Commissions; and

Whereas, pursuant to Ordinance No. 2023-054, codified as Chapter 10 of the Minneapolis Code of Ordinances (MCO, Ch. 10), the City has established a formal system for the creation, classification, organization, and operation of its various boards, commissions, work groups, and other appointed bodies that serve or report to the City enterprise, collectively referred to as Appointed Boards & Commissions (ABC); and

Whereas, reforms adopted under Ordinance No. 2023-054 address standardization and consistency with respect to the operation of ABCs; and

Whereas, MCO § 10.90 designates the City Clerk as Executive Secretary for the ABCs, unless otherwise required by law, and gives the City Clerk responsibility for supporting ABC operations by, among other things, maintaining records and supporting meetings in accordance with uniform standards set by the Office of City Clerk and coordinating and standardizing training and reporting;

Whereas, departments within the Administration, subject to the assignment and direction of the Mayor, are assigned to assist the ABCs in their work, pursuant to MCO 10.40(a)(1)(f); and

Whereas, the effective operation of the City’s ABCs requires that departments within the Administration assist the ABCs they support in accordance with standardized operating policies and procedures developed by the City Clerk, as Executive Secretary of City ABCs, and that operational support for ABCs be planned, coordinated, and delivered in a collaborative and cooperative manner between the Administration and the Office of City Clerk; and

Whereas, the Mayor may issue executive orders establishing policies and procedures to direct and supervise the internal operation of the City’s Administration and any department thereunder;

Now, therefor, I, Jacob Frey, Mayor of the City of Minneapolis, hereby adopt the following Executive Order:

  1. Effective immediately, all offices, departments, divisions, and employees of the City Administration assigned to assist ABCs shall make good faith efforts to cooperate with the Office of City Clerk in the administration and support for the City’s ABCs and adhere to the operating policies and procedures developed by the Office of City Clerk which provide consistent standards for the operation of the City’s ABCs.
  2. All departments assigned to support the operation of any ABC for which the City Clerk serves as Executive Secretary shall require staff assigned to ABC support roles to complete mandatory training provided by the Office of City Clerk addressing their responsibilities and the requirements of standardized operating policies and procedures for ABCs developed by the City Clerk.
  3. Department heads shall be continuously responsible for requiring staff assigned to support the work of assigned ABCs adhere to the standardized operating policies and procedures developed by the Office of City Clerk and that there is appropriate coordination, collaboration, and communication between their department and the Office of City Clerk to support the effective performance of the assigned ABC(s) assigned to their department by the Mayor.
  4. Any failure to comply with the requirements of this Executive Order may be addressed, including but not limited to, through corrective action.

This Executive Order shall become effective upon filing with the Office of City Clerk, as noted below, and shall continue in force until further notice or until it is amended, superseded, or rescinded.
