- Presides over Council meetings
- Manages the Council's agenda
- Appoints members to committees

The City Council may create additional officers as needed. It decides how they are chosen and what their duties are. The Council President assigns duties to Majority and Minority Leaders. These positions serve as an expanded Council leadership team.
The Majority and Minority Leaders also follow behind the Vice-President in the line of succession.
