Office to residential conversions amendment

Minneapolis adopted an office to residential conversions amendment in September 2024.

Background

Council Members Rainville and Cashman introduced an ordinance on June 27, 2024. 

  • Many offices and commercial buildings became underused or empty because of COVID-19.

  • State and local governments were working to address a housing shortage.

  • This ordinance :

    • Makes it easier to convert nonresidential buildings into housing

    • Applies to all commercial or institutional buildings in the city.

    • Mainly supports office building conversions

Goals of the amendment

  • Speed up the City's review of building conversions.
  • Save people time.
  • Reduce costs.

This will help make better use of existing buildings throughout Minneapolis.

Effective September 28, 2024

  • Chapter 550, Development Standards
  • Chapter 555, Off-Street Parking, Loading, and Mobility
