City right of way explained

We explain what right of way (ROW) means and how to use City-owned ROW.

What right of way means

Right of way is a legal right of passage that allows someone the right to travel across property owned by someone else.

Land within the right of way is for public use.

This may refer to:

  • Public streets
  • Sidewalks
  • Alleys
  • Public and private utilities
  • More

The right of way includes:

Boulevard (next to lot)

The area between the property line and the back side of the sidewalk.

Sidewalk

The area between the two boulevards, used as a safe way for people to walk, roll, or bike.

Boulevard (next to road)

The area between the front of the sidewalk and the back of the curb.

Roadway

The paved area between the street curbs.

Vacate street or alley request

A property owner may ask the City to give up the rights to a property.
