This includes if they are blocked for:

  • Construction
  • Demolition
  • Events
  • Utility repair

These areas are considered public right of way.

You need an obstruction permit to block areas, such as public:

  • Streets or sidewalks
  • Alleys
  • Traffic lanes
  • Parking lanes

How to apply for a permit

Follow these steps to apply and to learn the permitting process.

Apply on the Roway website

To apply for a permit:

  • Make an account on the Right of Way Permitting System (Roway). This is the City's obstruction permit website.
    • Note: If it is not your first time using Roway, you should not need to register again.
  • Follow the instructions on Roway to apply for a permit.

Fees

There is no cost for the permit.

Other fees

Fees may apply for:

  • Closing a travel or parking lane
  • Hooding parking meters
  • Money lost from parking meters
  • Traffic control agents

Notice required for signs and hooded meters

For hooded parking meters

We require 24 hours' notice to hood parking meters.

For no parking signs

We require 48 hours' notice to post "No Parking" signs on streets.
