How to apply for a permit
Step one
- Fill out the malls and plaza use permit application.

Deadline
You must submit the application at least 15 days before the requested date.

- Wait for the City to review the application.
If your application is approved
- We will let you know that your permit is approved.
- Know the conditions you must meet.

If your application is denied
- We'll let the requestor know your permit was not approved, by mail or email.
- If the City Engineer denies your request, City Council may also further review your request.
Chicago Mall events
As part of the permit approval process, we may require a simple traffic control setup at the Chicago Mall.
The mall is between the Guthrie Theater and the Mill City Museum.
Traffic control at your event
Access to the Humboldt Lofts Condos garage entrance must be maintained at all times during your event.
You may be required to provide traffic control to ensure garage access. This depends on the nature of your event.
If traffic control is needed:
- You're responsible for arranging it.
- A small setup/usage fee may apply.

Permit conditions and rules
Supervision required
You must maintain adult supervision of the event or activity at all times.
Insurance
Before your request is approved, you may need:
- Bond or insurance
Insurance coverage forms
If you're required to have insurance, the applicant must:
- Submit a Certificate of Insurance from their Insurance company (Acord 25 form).
- Obtain liability coverage in the amount of:
- three hundred thousand dollars ($300,000.00) for one claimant
- one million dollars ($1,000,000.00) for any number of claimants.
Co-certificate holder
The City of Minneapolis shall be named as a co-certificate holder.
Claims against the City
You agree to defend the City against any claims or legal actions.
This includes any type of:
- Claim
- Demand, or
- Cause of action.
The applicant also agrees to cover all related costs, including:
- Attorney fees
- Any other expenses
The obligation applies if
The claim arises from the event covered by the permit.
Damages to City property
You are responsible for reimbursing the City for any damage to City property.
This includes damage to any part of the street or surrounding area.
The responsibility applies if
The damage is a result from the event.
Clean-up after the event
You must clean up the site immediately after the event, at no cost to the City.
This includes removing and properly disposing of all litter or materials left behind.
When to start clean-up
Cleanup must begin within three hours after the event ends.
If you do not clean up
If you do not clean up on time or do so inadequately:
- The City Engineer can perform the clean-up.
- The applicant will be charged for all associated clean-up costs.
