Parades permit

The City requires a permit for any parade or procession on city streets or alleys.

Definition

Parades are:

  • Processions of people celebrating or commemorating for a non-commercial purpose.
  • Along one (1) or more contiguous blocks of a street or streets on which traffic is restricted.
  • Events that the public can watch.

When you need a permit

Parade permits are required for any:

  • Parade
  • Procession

This applies to any city street or alley, not including sidewalks.

Learn what to know to host a parade or procession in Minneapolis.

Hours and dates

Parades shall only take place between 8:00 a.m. - 10:00 p.m.

Parades downtown

Parades in the downtown area may not take place between:

  • 7:00 a.m.- 9:00 a.m.
  • 4:00 p.m.- 6:00 p.m.

Exceptions are on Saturdays, Sundays or a legal holiday.

Insurance

You must have a commercial general insurance policy for the parade with coverage of at least:

  • One million dollars ($1,000,000) total, and
  • One million dollars ($1,000,000) per occurrence

Security plan

You must provide and pay for security staff under an approved security plan.

Street closures, signs and barriers

You must provide and pay for barricades and traffic control under an approved traffic control plan.

The City may install and remove:

  • Barricades
  • Signs*
  • Other equipment

*There may be extra costs if we must post temporary "No Parking" signs along the route. You may avoid a cost if you qualify to use a parking mitigation plan.

Barricades and other equipment can also be rented from several local private firms.

Cleanup plan

You must have an approved disposal plan.

During the event, remove all garbage and recyclables according to the plan.

Security deposit for large parades

For large parades, you must pay a security deposit. This is to ensure garbage and recyclables are properly removed after the event.

Fees

You must pay the parade permit fee to obtain the permit.

Parade type Cost
Large parades (3 or more hours) $300
All other parades $50

Security deposit fee (large parades only): $800

Other fees

You may also need to pay:

  • Traffic management fees
  • Signage fees
  • Waste and recycling costs
  • A security deposit fee (for large parades)

  • In cash. You can drop off cash payment in person at our office.
  • By check. You can pay by check either by:
    • Mail
    • Drop off in person at our office
