The percentage of people living in poverty was lower in Windom Park than in the city, and it rose slowly. In 1999, 11 percent of neighborhood residents lived in poverty compared to 17 percent of city residents. For the senior population though, a higher percentage lived in poverty in Windom Park than in the city. Although the percentage of people 65 years and older in poverty in the neighborhood decreased slightly in 1999, it was still 7 percent higher than the citywide figure.

In 1979, 1989 and 1999, the percentage of families living in poverty was much lower in Windom Park than in the city. Both percentages in the neighborhood – families living in poverty and families with children living in poverty – decreased slightly between 1979 and 1989, and even though they increased in the following decade, they were still lower in 1999 than in 1979. Citywide, the percentages of families and families with children living in poverty were higher in 1999 than in 1979.
