How does this payment method work?
This payment solution allows you to make your City of Minneapolis utility bill payment with cash at a participating retailer instead of the City's walk-in customer counter downtown. You will need an electronic or printed payment slip ("EZ-Payslip") when making your cash payment.


Is there a charge for this service?
No, this service is free of charge.


How do I get a payment slip?

Visit this link for the step-by-step process to generate your EZ-Payslip.

Do I have to pay the exact dollar amount of the payment slip?
No, you will create your EZ-Payslip with for a specific dollar value, however you can pay any amount. It can be for the full bill amount or partial payment.


How do I pay?
Take your printed EZ-Payslip or an electronic version on your mobile device and present it to the cashier at a participating retailer. The cashier will scan the barcode on the EZ-Payslip and collect the cash from you. That's it.


Who are the participating retailers?
Currently, there are three local participating retailers Family Dollar Store, ACE Cash Express and CVS.


Can I pay my bill at a participating retailer outside of Minneapolis?
Yes, you can make your payment at any participating retailer regardless of location. Though not located in Minnesota, 7-Eleven is also a participating retailer that accepts payments outside of Minnesota in addition to the other three retailers previously mentioned.


Will I receive confirmation of payment?
Yes, you will receive a receipt of payment from the cashier proving you made the payment. You will also receive a text or email confirmation of your payment.


When will the payment appear on my utility account?
The payment posts real-time to your utility account.


Do I need a new payment slip for each time I pay?
No, the EZ-Payslip is reusable. You will only need to create one per retailer partner location and use it each time you make your cash payment.
 

Are refunds allowed?
Payments are not refundable at the retailers. Utility Billing may refund the payment with proper proof of payment by the customer.


Does the EZ Pay Slip expire?
No, the EZ-Payslip does not expire. The bar code can be reused for future payments at that specific retail location.


How secure is it?
The payment method is very secure. The funds paid to retailers will automatically be transferred to the City over a secure financial network.


What happens if I run into issues processing a cash payment at a retailer?
