Food Plan Review Requirements
If you plan to start a new business or want to remodel, alter, expand or upgrade an existing business in the City of Minneapolis, there are certain guidelines that need to be followed. You will need to contact Minneapolis Development Review and talk to a Development Review Coordinator about your plans. These are experienced City employees that can answer any questions you might have and provide you the correct Plan Review Application and guidelines.

In order for your plans to be reviewed, you must submit a completed Plan Review Application and Plan Review Fee. The plan review fee must be paid with a check or money order when the plans and specifications are submitted. The plan review application and guidelines can also be downloaded and printed by clicking on the following links: (NOTE: These documents require the free Adobe Acrobat Reader in order to view them.)
Plans will be reviewed on a first-come, first-served basis. Incomplete plan additions or plan revisions will be evaluated in the order they are received.
If you are not familiar with opening the type of business you are planning, we recommend consulting a professional service for assistance.
Minneapolis Environmental Health will only conduct a site evaluation after plans and/or a licensed application have been submitted. The request will be done by appointment only.
Permission to Open
The Food, Lodging & Pools Program does not grant final permission to open. Permission is given by Minneapolis Business Licenses and they can be contacted at (612) 673-2080.
At least four (4) weeks prior to opening, apply for proper type of license Minneapolis Business Licenses in Room 1, City Hall, 350 South 5th Street. The license application must be approved and final inspections must be conducted prior to opening for business.
