Learn about changes to drug and alcohol testing letter of agreement
To help managers and supervisors understand recent changes to the Letter of Agreement on Reasonable Suspicion Drug and Alcohol Testing, four workshops have been scheduled. The Letter of Agreement (LOA) on Reasonable Suspicion Drug and Alcohol Testing is contained in most of the City’s labor agreements and was revised earlier this year to:
- Make the language more consistent with the changes made in 2009 to the City’s Drug and Alcohol Testing Policy that covers appointed and non-represented employees.
- Clarify when “reasonable suspicion” exists.
- Provide additional options to supervisors on the types of actions to take after the test and results are pending.
- Ensure continued compliance with state and federal laws.
Workshops covering the changes to the LOA, outlining when reasonable suspicion exists and how to learn more about the drug and alcohol testing process are scheduled for:
Tuesday, Jan. 15
1 - 3 p.m.
Wednesday, Jan. 16
10 a.m. - Noon
Tuesday, Jan. 22
10 a.m. - Noon
Wednesday, Jan. 23
1:30 - 3:30 p.m.
All workshops will be held in Room 101, City of Lakes Building, 309 2nd Avenue South. The sessions will be conducted by Chuck Bernardy, Human Resources, with assistance from Ellen Velasco-Thompson, Risk Management, and Carol Jetzer, Occupational Medicine Consultants.

- Log onto HRIS and enter your User ID and password.
- Click the Learning and Development link (left side of screen).
- Click My Learning.
- Click Search Catalog.
- Type “Drug & Alcohol” in the Search the Catalog text box.
- Click Search Catalog Items button.
