City Council approves additional contracts for new City office building

The City Council signed off on additional contracts today for the City’s new downtown office building, which will strategically collocate City employees now working in several different sites downtown and provide better service for residents and businesses.

The new building planned for 501 Fourth Ave. S., a site diagonally across from City Hall and currently home to a parking ramp, is expected to be completed by fall of 2020. It will be a sustainable and resilient building featuring a welcoming, customer-centric public service area.  

The City Council has authorized staff to enter a contract with Technology Management Corp. for information technology and audio visual consulting services and a demolition contract with Carleton Companies. Other opportunities for larger and smaller vendors to bid on work associated with the new building will be released to the market by the City throughout 2018 as the building’s design and scope is refined.  The City also recently issued a call for artists to work with the project design team on public art for the building.

Earlier this year, the City Council approved moving forward with the design team of MSR Design and Henning Larsen for the new office building along with M.A. Mortenson Construction as the construction manager. The building will be designed to achieve the Leadership in Energy and Environmental Design (LEED) gold certification.

The new office building project will have little or no future impact on taxpayers as debt from other City projects will be paid off about the time the new building opens. In addition, bonding costs are at historic lows. Currently, several hundred City employees work in seven buildings throughout downtown. Some are leased and some are City-owned. The City-owned sites face significant renovation needs.

The design team will complete the schematic design for the new building by the end of 2017 with a more detailed design to be completed by late summer 2018. Construction will start in the summer 2018 and take about two years with an anticipated opening of the building in the fall of 2020.
