Important NRP Transfer Information
As most of you already know, the Minneapolis City Council and the NRP Policy Board recently took action to finalize the transfer of responsibility for administering the Minneapolis Neighborhood Revitalization Program (NRP) to the Neighborhood and Community Relations Department (NCR).
On Friday, December 15, 2011, the City Council approved a revised NRP ordinance, and adopted resolutions to establish a new NRP Policy Board and revise the purposes of the Neighborhood and Community Engagement Commission. On Monday, December 19, the NRP Policy Board approved the transfer of NRP assets to the City of Minneapolis, other than some computers and equipment that are being donated to neighborhood organizations.
Our goal through this transition is to continue NRP policies, programs, and practices as we continue to develop new neighborhood programs such as the Community Participation Program.

- Payment Requests, Contract Amendments, Plan Modifications, and Phase II Plans:
As of Tuesday, January 3, 2012, the Neighborhood and Community Relations Department assumed responsibility for administration of NRP, including the processing of all plan and contract related documents. These details will continue to be tracked in the internet database, PlanNet NRP. Payment requests, plan modifications, requests for contracts and contract amendments, and Phase II plans may be sent to the NCR office at:

- Directors and Officers insurance:
We are currently preparing for the continuation of the NRP Directors and Officers Liability Insurance. You should expect to see an application soon. Please return the application as soon as possible after you receive it. The optional General Liability coverage runs through June 1, 2012, and we anticipate continuation of that policy as well.
- Audits, Financial Reviews, 990s and Annual Reports:
We are continuing the services provided by Mike Wilson and the State Auditors over the last decade. Most of you have received a notice from Mike regarding preparation of your Federal 990 filing and your annual registration with the Minnesota Attorney General’s office. We encourage you to respond promptly to help Mike schedule and complete audits and filings.
- The NRP Office:
Mail, phone calls and email messages to the old NRP office at the Crown Roller Mill have been redirected to the Neighborhood and Community Relations Department, and are being re-routed, as appropriate, to NCR staff.
- The NRP Policy Board:
The new NRP Policy Board convene in February, and continues its important work of reviewing and approving Phase II plans and neighborhood plan modifications. The Neighborhood and Community Relations Department NRP Policy Board will continue existing policies adopted by the Policy Board over the last 20 years, except when in conflict with City policies and ordinances. When appropriate, the NRP Policy Board may review and revise policies related to the NRP program.
- Community Participation Program:
Many neighborhoods provided very thoughtful comments on the draft Community Participation Program Guidelines. We are revising the draft guidelines, and will bring the new Guidleines to the City Council forapproval in April. Details on annual reports and how to submit a CPP proposal will be sent to all neighborhoods with the final approved guidlines soon.

Revised NRP Ordinance and NRP Policy Board Resolution Hearing - December 8, 2011
The Neighborhood and Community Relations Department introduced to the City Council draft revisions to the existing Neighborhood Revitalization Program (NRP) ordinance. With the expiration of the NRP Policy Board’s Joint Powers Agreement, the revised NRP ordinance and a related resolution to re-establish the NRP Policy Board are vital to continuation of the NRP program in Minneapolis. We are also proposing to revise the resolution for the Neighborhood Community Engagement Commission (NCEC).
