Will the City entertain proposals that incorporate potential acquisition and redevelopment of additional property to the south and north of the RFP boundaries?
Proposals will be evaluated on the basis of the development proposed for the real property identified in the RFP. The City will also consider proposals to be responsive that include additional property either owned by the Proposer or in which the Proposer has an equitable interest by the proposal deadline.
Is there a current survey of the property available?
Pages 3 and 4 of the Request for Proposals contain statements that the property will be sold to the developer as though clean and buildable. Page 14 contains the statement that the property will be sold "as is." Please clarify the distinction between these statements.
The statements on pages 3 and 4 refer to the City’s plans to accomplish site remediation work this summer, with no development plan or developer. The objective is to obtain a "No Further Action" letter from the MPCA at the completion of the remediation. If a developer and firm development plan for the site is available prior to our start of remediation, CPED will review the site plan in an effort to coordinate remediation with redevelopment.
The reference on page 14 is to potential geotechnical soil corrections that may or may not require remediation separate and distinct from environmental remediation. Also, even after completion of the remediation work, the selected developer should anticipate having a Construction Contingency Plan for the site, since it is not possible to specify with certainty that all potential contamination at all depths will have been removed.
