Minneapolis’ Upper River

The City of Minneapolis is working with its partners to pursue a common redevelopment vision for the Upper River, north of Plymouth Avenue. In 2000 the Minneapolis City Council adopted an Upper River Master Plan, " Above the Falls" that will guide redevelopment through the coming decades. Implementation of Phase I is now under way. As with the Central Riverfront Area, redevelopment of the Upper River will be a long-term initiative that will involve the coordinated efforts of many partners.
