Residential Density and Building Bulk Table
Residence Districts
R1 and R1A Single Family Districts
The R1 and R1A districts allow for single-family dwellings as well as some institutional and public uses. Most development occurs at no more than 2.5 stories.
R2 and R2B Two-Family District
The R2 and R2B zoning districts allow for single- and two-family dwellings as well as some institutional and public uses. Most development occurs at no more than 2.5 stories.
The R3 district is a medium density district, and allows for a mix of single-family, two-family, and multiple-family dwellings. Most development occurs at no more than 2.5 stories.
The R4 district is a medium density district that allows for a range of housing densities. The character of areas zoned R4 range from area to area as most development occurs at no more than 4 stories.
The R5 district is a high density zoning district that encourages multiple-family residential development. Most development also occurs at no more than 4 stories.
The R6 district allows for the high density residential development that in most cases occurs at no more than 4 stories.
Office Residence Districts
OR1 Neighborhood Office Residence District
The OR1 district allows for small scale mixed use development of low to moderate density dwellings and office uses. This district often serves as a transition between neighborhood commercial centers and the surrounding residential uses. Most development occurs at no more than 2.5 stories.
OR2 High Density Office Residence District
The OR2 district provides the opportunity for a mixed use environment of moderate to high density dwellings and large office uses, with additional small scale retail sales and services uses designed to serve the immediate surroundings. Most development occurs at no more than 4 stories.
OR3 Institutional Office Residence District
The OR3 district is a mixed use district of very high density dwellings, large office uses, and major institutions, with additional small scale retail sales and services uses designed to serve the immediate surroundings. Most development occurs at no more than 6 stories.
Commercial Districts
C1 Neighborhood Commercial District
The C1 district provides for a convenient shopping environment of small scale retail sales and commercial services that are compatible with adjacent residential uses. In addition to commercial uses, residential uses, institutional and public uses, parking facilities, limited production and processing and public services and utilities are allowed. Most development occurs at no more than 2.5 stories.
C2 Neighborhood Corridor Commercial District
The C2 district allow for retail sales and commercial services that are larger in scale than allowed in the C1 District. In addition to commercial uses, residential uses, institutional and public uses, parking facilities, limited production and processing and public services and utilities are allowed. Most development occurs at no more than 4 stories.
C3A Community Activity Center District
The C3A district provides for the mixed use development of activity centers that combine destination retail and entertainment uses with high-density residential uses. Neighborhood scale retail sales and services, institutional and public uses, parking facilities, limited production and processing, and public services and utilities are also appropriate in the district. Most development occurs at no more than 4 stories.
C3S Community Shopping Center District
The C3S district allows for the development of major retail centers throughout the city, where both adequate land area and transportation access can be provided. In addition to commercial uses, residential uses, institutional uses and public uses, parking facilities, limited production and processing and public service utilities area allowed. Most development occurs at no more than 4 stories.
C4 General Commercial District
The C4 district allows a wide range of commercial development allowing a mix of retail, business services and limited industrial uses. In addition to these uses, residential uses, institutional and public uses, parking facilities, and public services and utilities are allowed. Most development occurs at no more than 4 stories.
Industrial Districts
The I1 district is intended to provide clean, attractive locations for low impact and technology-based light industrial uses, research and development, and similar uses which produce little or no noise, odor, vibration, glare or other objectionable influences, and have little or no adverse effect on surrounding properties. Most development occurs at no more than 4 stories.
The I2 district provides locations for industrial uses which have the potential to produce greater amounts of noise, odor, vibration, glare or other objectionable influences than uses allowed in the I1 district. Most development occurs at no more than 4 stories.
I3 General Industrial District
The I3 district allows for high impact industrial uses which are likely to have a substantial adverse effect on the environment or on surrounding properties and require special measures and careful site selection to ensure compatibility with the surrounding area. Most development occurs at no more than 4 stories.
Overlay Districts
PO Pedestrian Oriented Overlay District
The PO district is intended to preserve and encourage the pedestrian character of commercial areas and to promote street life and activity by regulating building orientation and by prohibiting certain high impact and automobile-oriented uses.
IL Industrial Living Overlay District
The IL district allows for residential units and limited retail establishments to be built in industrial zoning districts. This district is used primarily in areas where transition away from industrial uses is expected to be long term.
TP Transitional Parking Overlay District
The TP district allows parking lots for passenger automobiles in residence and office residence districts when adjacent to a zoning district in need of additional parking for customers and employees that does not meet the requirements of Chapter 541, Off-Street Parking and Loading.
The SH district is intended to protect surface waters and shoreland areas in the City. The issues address in this zoning district is required by state law.
FP Floodplain Overlay District
The FP district is established to comply with the National Flood Insurance Program. The district regulates development within the floodplain areas in the City.
MR Mississippi River Critical Area Overlay District
The MR district is intended to prevent and mitigate damage to the Mississippi River.
NP North Phillips Overlay District
The NP district is designed to increase housing options and promote home ownership by allowing an additional primary residential structure on a zoning lot.
