Committee of the Whole (COW)

Responsible for setting and approving policy-level changes related to the City’s vision, goals, and strategic directions; enterprise initiatives and programs; and receiving reports relating to biannual resident and employee surveys. Additionally, the COW provides a venue for standing committees to report actions and recommendations prior to formal consideration by the full City Council.

Meetings: Wednesdays at 1:30 p.m. in the second week of the Council cycle

Race Equity Subcommittee

Under the purview of the Committee of the Whole, there is established a Race Equity Subcommittee which shall exercise primary oversight of policies, strategic plans, programs, and trainings as well as outreach and engagement efforts and partnership/collaborative initiatives related to racial equity.

State statute 471.701; Notice of Salary Compliance, requires that the City post for not less than 90 days
the job title of the three highest paid employees along with their base salary. For 2018 these were:
1. City Attorney, $186,490
2. Assistant City Coordinator Convention Center, $183,600
3. Director Public Works, $181,191
