Project Overview

In 2017, the Minneapolis Public Works Department plans to resurface 8th Street Southeast between Central Avenue Northeast and 15th Avenue Southeast. This segment of 8th Street Southeast is identified in the Minneapolis Bicycle Master Plan and the resurfacing project provides a logical time to implement the planned bikeway and improve the operation of the street.

Proposed Street Design

To provide a comfortable space for people riding bicycles and reduce conflicts between users of the street, dedicated bicycle lanes are the recommended bikeway design on 8th Street Southeast. To install bicycle lanes, parking removal is required on one side of the street. Public Works is conducting a parking a study to help understand the impact of this proposed change.

Bicycle lanes on 8th Street Southeast would connect to several existing and planned bikeways in one of the busiest areas for bicycling in the city. In addition to providing a dedicated space for people riding bicycles, the proposed configuration includes narrower travel lanes and improved striping, which encourages slower speeds and creates a more organized street for all users.

Project Update - June 2017:

The Public Works project team has presented a wealth of technical information to support the installation of the bicycle lanes. This analysis has included a review of pedestrian safety, sight lines, vehicle volumes and speeds, bus volumes, and alternative routes. A number of the concerns raised by residents have been evaluated and staff has identified mitigation strategies to offset the loss of parking, while also identifying a design that encourages traffic calming, promotes walking and biking throughout the neighborhood, and creates a more organized street for all users.

Public Works has continued to take comments and respond to stakeholders along the corridor who have asked additional questions related to the bike lane proposal. Many of these questions are in regards to parking concerns, safety, engagement, and route selection.

Next Steps

Public Works has heard both support for and opposition to the proposed bicycle lanes, which has been critical in the development of the project. Public Works will be proceeding with the bike lane project as presented at the community meeting that was held on January 17, 2017. This street configuration along 8th St SE includes two vehicle travel lanes, two directional on -street bike lanes, and a parking lane on the north side of the street.

Installation is expected to occur in summer 2017 immediately following street resurfacing. Following installation, Public Works will continue to monitor the corridor for operational, safety , and other concerns and will continue to work with the neighborhood to explore options for additional parking mitigation strategies.
