Operation Safety Net

Operation Safety Net was created by Minnesota law enforcement officials to ensure everyone can safely have their voices heard before, during and after the trial of former Minneapolis police officer Derek Chauvin.


  • Preserve and protect lawful First Amendment non-violent protests and demonstrations. 
  • Prevent large-scale violent civil disturbances, assaultive actions, property damage, fires, and looting to government buildings, businesses, and critical infrastructure.

Temporary restraining order with the state Department of Human Rights

The temporary restraining order is a framework set up between the City of Minneapolis, Minneapolis Police Department (MPD) and the Minnesota Department of Human Rights.

  • Technically, any officer who is a member of a law enforcement agency that is not the MPD is not subject to the terms of the temporary restraining order.
  •  If the Chief is the one giving direction to law enforcement personnel that include both members of the MPD and other law enforcement agencies, the Chief will give that direction in compliance with the temporary restraining order.
