What is the CERT Program?
The Central Certification (CERT) Program is a small business certification program sponsored collaboratively by four local government jurisdictions: Hennepin County, City of Minneapolis, Ramsey County, and the City of St. Paul. Rather than operating separate certification efforts, as they have in the past, the participating jurisdictions have come together to create a "one-stop shop" for certification--the first successful effort of its kind in the greater Twin Cities marketplace.

What is the definition of a Certified Small Business enterprise?
To be considered a Certified Small Business enterprise, the business must:

  • be an independent for-profit enterprise providing a commercially useful function.
  • have their principal office in the Twin City Metropolitan Statistical Area.
  • not have gross revenues in excess of small business standards as established by the Minnesota Department of Administration.

Do I need a small business certification to participate in the Small & Underutilized Business program?
Yes, your company must be certified to participate in the SUB Program. Qualification to become certified depends on the type of business, it’s gross revenue, and it’s location. For more information or an application, contact CERT.

What benefits will I receive from participating in the SUB Program?
Once certified, here are a few of the benefits you will receive by participating in the SUBP:

  • Access to group training on topics, such as: how to do business with the public sector, how to do business with the private sector, general business skills (e.g., management, and marketing), and other information sessions.
  • Access to relationship-building activities including; matching businesses for joint ventures, partnerships, prime contractors with subcontractors, and vendors with suppliers.
  • Access to a resource directory, which will include referrals to financial, bonding and accounting assistance.

What are examples of resources provided by the Small and Underutilized Business program?
Here are a few examples of the type of information available to you:

  • Bidding opportunities in construction and commodities with the City of Minneapolis
  • Business opportunities in personal and professional services with the City
  • Information on educational seminars
  • Lists of government resources useful to businesses.

The mission of the Small & Underutilized Business Program is to encourage and foster the economic development and expertise of small business, including those owned by women or minority persons, by addressing barriers to their success and promoting their opportunity to participate in the commerce of the City of Minneapolis and the regional economy.
