Commercial Stormwater Utility Credit Application 

Commercial property owners can apply for two types of stormwater credits: Quality and Quantity. While the quality credit is more commonly issued, it is possible to use the two categories in combination. The total of quality and quantity credits cannot exceed 100% of the stormwater utility fee.

Stormwater Quality Credit

Quality credits are given to commercial property owners that install a feature that removes pollutants from stormwater before it reaches lakes, creeks and the river. This feature is called a Best Management Practice (BMP). The amount of quality credit (up to 50% of the stormwater utility fee) is based on the percentage of total impervious area on the property treated by a BMP. Applicants for the Quality credit must demonstrate:

Stormwater Quantity 

Quantity credits are given to commercial properties that demonstrate they retain all stormwater onsite without discharge. The amount of quantity credit is based on the 10-year design storm (up to 50% of the stormwater utility fee) or the 100-year design storm (up to 100% of the stormwater utility fee).

Applicants for a Quantity Credit must demonstrate:

Required Application Materials:

The following materials are required for staff to review your credit application:

            1. A map detailing the drainage for the entire site that must include:

                         a. Drainage area delineations to each BMP, include impervious area totals

                         b. All related infrastructure to the BMP (i.e. inlets/outlets, storm pipes, manholes, underdrains, etc.)

                         c. Any connection points to the City of Minneapolis stormwater system

            2. Modeling information to demonstrate your compliance with the quality or quantity credit criteria

                         a. Quality Credit

                                      i. 70% TSS reduction for 1.25-in storm event

                                      ii. Provide water quality model inputs and results

                                      iii. Acceptable Models:

                                                   1. P8 (version 2.4 or newer)

                                                   2. WinSLAMM (version 9.4 or newer)

                                                   3. MIDS Calculator

                         b. Quantity Credit

                                      i. 10-year or 100-year design storm event for quantity credit

                                      ii. Provide hydrologic and hydraulic inputs and results for pre-existing and as-built conditions

                                      iii. Acceptable Models:

                                                   1. HydroCAD

                                                              a. NRCS/SCS curve number runoff methodology

                                                   2. XP-SWMM

                                                              a. XP-SWMM runoff methodology

            3. Operations and Maintenance Plan
