Stormwater Ordinance and Utility Update Project
The City of Minneapolis is currently in the process of finalizing its Water Resources Management Plan (WRMP). There are four Water Management Organizations (WMOs) in Minneapolis that are affected by the WRMP:
- Mississippi Watershed Management Organization
- Bassett Creek Watershed Management Commission
- Minnehaha Creek Watershed District
- Shingle Creek Watershed Commission
These WMOs have requested that the City update official controls as a condition of approval. Specifically, these controls are addressed in City Code Chapter 54 Stormwater Management.
As part of this process, the City will research and summarize regulatory approaches and lessons learned about stormwater management ordinances and utility credit programs across comparable cities in the United States.
Combining the review of the Stormwater Management Ordinance and the Stormwater Utility Credit program is important in order to maintain coordinated and work with the desired effects. The credit program will help motivate stormwater and land-use management changes that the stormwater ordinance will ensure that engineering, financial, political, and other constraints are up to current standards.
The City will be engaging a diverse group of stakeholders in this process, including:
- Community advisory partners
- Technical advisory partners
- Interdepartmental partners
More updates will be posted on this page as the process develops.
