Your Committee, having under consideration the implementation of a mandatory safety belt policy program, recommends that the following safety belt policy be adopted:
All City of Minneapolis employees driving a City-owned or privately owned vehicle on behalf of the City will be required to wear their safety belts, except as allowed by written policy issued by Department Heads. No Department Head shall issue any such policy without the concurrence of Risk management.
