Between 1980 and 2000, Windom Park's population decreased by more than 200 people, or 3.1 percent. At the same time, Minneapolis' population grew by the same percentage.

In 2000, Windom Park had fewer children, adolescents and senior residents than it had in 1980, resulting in a decrease in overall population. Adults, though, increased in the period, and in 2000 there were almost 10 percent more of them than in 1980.

Windom Park's ethnic makeup changed since 1980. The white population made up 97 percent of the neighborhood in 1980 and 79 percent in 2000. The other ethnic groups – in particular the black population – grew substantially, but not enough to counterbalance the loss of the white population.
