Willard Hay's population declined by 3.9 percent from 1980 to 1990. Growth during the '90s, however, resulted in an overall population increase of 6.9 percent during the two decades. In 2000, the neighborhood had 9,277 residents.
Between 1980 and 2000 Willard Hay became younger. The neighborhood saw its population of children and adolescents grow by about 26 percent, while the adult resident population decreased by less than 1 percent. In the same period, the senior population dropped by almost 16 percent.
In 1980, Willard Hay's population was 54 percent black and 41 percent white. By 2000, the neighborhood's population was 64 percent black and 15 percent white – a 60 percent drop in the white population. In the same period, the neighborhood's Asian population climbed to about 12 percent of the total population. The number of Asians increased from only 54 in the neighborhood in 1980 to 1,113 in the last census.
